Former Gov. Isa Yuguda of Bauchi State has called for improved welfare package for personnel of the Nigeria Police to ensure effective and efficient service delivery.
Yuguda made the call on Tuesday in Abuja during public presentation of a book, Police and Administraion of Criminal Justice in Nigeria, Contemporary Evaluation.
The News Agency of Nigeria (NAN) reports that the book was written by Mr Dashuwart Abuja, an Assistant Commissioner of Police (ACP).
Yuguda called on the Federal Government and the National Assembly to deliberately come up with laws and programme that would enhance the welfare of police officers.
“There must be incentive package for police personnel to discourage them from accepting incentives to do wrong and to ensure effective and efficient service delivery.
“Government must invest and not neglect the Nigeria Police to expect better service delivery,” he said.
The former governor commended the author of the book and called on younger officers to emulate the author.
The book reviewer, Prof. Alphonsus Alubi, SAN, said the focus of the book was on the police and administration of criminal justice in Nigeria.
He said the author had looked at the history of the police, pre-colonial, colonial and post colonial era as well as the various constraints of the force.
He said some of the issues raised by the author in its 404 pages and 10 chapters might appear controversial, especially where he talked about merger of some law enforcement agencies into the police.
The author traced the history of the book to when he was posted to Police College, Jos, where officers believed postings to the college were a punishment.
According to him, “when I got there, I discovered that all the officers were demoralised and were lamenting on daily basis.
“With the situation, I realise I could use my time for something, so, I quickly enrolled at the University of Jos for a PhD programme.
“I can tell you that it was the thesis of the programme that formed the nucleus of the book being presented today.
“I am advising officers that any time they found themselves in such a place, there are things they could utilise their time to achieve, rather than giving themselves to self pity,” he said.
He said the book was to educate officers involved in investigation and prosecution because it analysed all the laws related to investigation and prosecution.
“We expect that police officers involved in investigations and prosecution should make the book their practical book to help them implement the laws,” he added.
